Rīgas ūdens receives EUR 10 million loan from Nordic Investment Bank to implement its investment programme

On 18 September, Rīgas ūdens SIA received the first EUR 10 million disbursement under a loan facility provided by the Nordic Investment Bank (NIB).

As part of its ongoing planning for future investment periods, in February 2026 Rīgas ūdens SIA entered into an agreement with NIB providing access to a loan facility of up to EUR 50 million. NIB offer was selected as the best offer in the procurement process.

The loan facility will support the implementation of the company’s EUR 235 million investment programme aimed at developing wastewater treatment and drinking water infrastructure in Riga.

The objective of Rīgas ūdens SIA 2025–2028 investment programme is to improve the reliability and quality of the company’s services and reduce water losses. The programme provides for total investments of EUR 235 million in the development of wastewater treatment and drinking water infrastructure. It includes the construction and replacement of drinking water and wastewater pipelines, the modernisation and capacity expansion of wastewater treatment facilities, as well as the digitalisation of water and wastewater management systems to improve metering, operational management and long-term planning.

To support the implementation of the programme and mitigate financing risks, Rīgas ūdens SIA maintains a diversified funding structure, combining capital market instruments with financing from international financial institutions.

Since 2024, the company has held an A3 credit rating assigned by the international credit rating agency Moody’s, reflecting the company’s financial strength and supporting its ability to raise financing on competitive terms. This rating, together with the company’s preparations to issue bonds in accordance with the new European Green Bond (EuGB) Standard, enabled Rīgas ūdens SIA to successfully make its capital market debut in 2025, becoming the first company in Northern Europe to issue bonds in accordance with the new standard.

The diversified funding structure provides a stable foundation for implementing the investment programme according to schedule, enabling infrastructure projects to be launched and delivered in a timely manner. These projects will significantly improve the reliability and quality of water and wastewater services in Riga.
